Generator fixtures update #214

Updated generator fixtures. Also disabled the fixture-population workflow until the tooling is up to date with the spec.

Are these for the shake ciphersuite, and if so, will there be sha256 values soon?

Yea those are just for the shake suite (just updating the existing ones). Will hopefully include ones for the Sha256 suite soon enough.
