Define authorization structure and invocation for hubs and edvs #136

This PR adds 2 proposals to the spec which if adopted / resolved would define:

  1. A common authorization data structure for use by EDVs and Hubs that is compatible with both GNAP and ZCAPs.
  2. A common authorization invocation mechanism for use by EDVs and Hubs which is compatible with both GNAP and ZCAPs.
