Move "States" into its own section, describe "redirect" and "signPayload". #8

This moves existing content into a separate "States" section to describe the states "finished", "failed", "action", "wait".

It also introduces well-known "action" states such as "redirect" and "signPayload".

Related to https://github.com/decentralized-identity/did-registration/issues/3 and https://github.com/decentralized-identity/did-registration/issues/1.
