Pretty sure it was moved over to the https://didcomm.org site in this PR

Yes, sorry. I realize that without some context this doesn't make a lot of sense.

The Implementer's Guide was started by the DIDComm WG, but we realized that it has a totally different Intellectual Property posture. It doesn't need JDF IPR protections; it's just CC licensed. So we decided to move it out of the WG and into the DIDComm User Group scope of concern. That motivated a pair of PRs -- one to add it to the DIF repo for didcomm.org, and one to remove it here. Both of those PRs have been merged. However, my PR to remove the Guide from this repo was incomplete; it removed files but forgot to remove the build recipe from CI. So this PR is just cleanup.
