Add Media Sharing protocol #83

A protocol to share large media files (and any content in general) in a secure and efficient manner.

Demonstrated some time ago as part of "DIDComm Advanced Chat" in an Aries WG call and currently implemented as an extension module for Aries Framework JavaScript (currently only for DIDComm v1).
