Added a permissions interface that accepts PermissionGrant objects specified in https://hackmd.io/j_hVcMyNRAmDrTN2E9gUIw (Without the ability to filter*)
Added an authorization spec that follows the same document's logic for permission grants
Fixed HubRequests to check given the correct action types

Any reformatting of the request and responses is out of scope for this PR (including permission filters)
