added v0.0.1 version to spec. #92

added version v0.0.1 to the spec, with path to the spec. You will want to eventually move all the spec into a new folder, such as https://github.com/benri-io/presentation-exchange/tree/main/spec, with the appropriate version. Holding off for now until clarity is provided.

Note: This is a PR up for discussion based upon a request we got on the slack channels. If there is some issue with this PR conceptually, happy to remove this. This is a DRAFT, not to be merged until further discussion.

I've been told it's ready to tag. So I made the folder (v0.0.1) off main. Ready for review. Please be careful before merging. Since it's a copy of a file, the git diff will be relatively challenging to parse as the entire file will be new.
