Added contents of Transaction Event Logs / Public VC Registry document with the following updates:

included definition of self-addressing identifier.
removed the i field from the seal back to the KEL
emphasized that no receipts for TEL events will generated in the backerless configuration
added issuer date/time to VC events in the dt field
