Reverse engineered from DIDComm user group

Justification

DIDComm user group was the first DIF user group and established the precedent. Veramo user group followed this format, further establishing it as a template source. I don’t have further context about the source of this template.

I performed some light generalization edits in creating this template.

Impact

None, since the only two user groups follow the same format

Followup Required

TSC confirm this decision and/or suggest any changes in suggesting mode
Make this available to TSC and core team to share as the UG Charter template
Check into org repo, in a similar manner as the WG Charter template
