Adding DIF WG Charter Template #39

Add the normative DIF Working Group Charter Template, replacing the outdated "DIF_WG_charter_base.rtf". This version has been used in DIF WG charter reference.

The only substantive difference is the previous version provided 3 patent modes, but DIF WGs have exclusively used W3C patent mode.

Also added Appendix A.
