The "publishing" part was confusing, possibly because we only create public specs. I think it's reasonable to say after SC approval, the ED will ensure it's published. Since we only publish publicly, that involves adding it to the spec tracking repo. Note that I effectively moved that step from the pre-submission to post-submission. I think it makes more sense that way
