possible citation of Sidetree #14

Tagging @csuwildcat and @kdenhartog and @christianlundkvist, who were following it there.

Now that the repo is homed at DIF, I don't know whether we need to cite DIF more specifically -- but we could certainly mention Sidetree. @csuwildcat , since you proposed it, did you have a suggestion of a place?
