Breach of inception keys #16

Moved from https://github.com/openssi/peer-did-method-spec/issues/19.

Because peer DIDs are going to align with KERI, and KERI is rock solid on using pre-rotation with inception keys, I don't believe we have an issue. However, I don't want to close the ticket until we have analyzed all of @Oskar-van-Deventer 's concern. I also want to make sure we are comfortable with the complexity of the answer to the lost-device-in-couch-cushions scenario described here.
