Clarify purpose field and privacy #325

This change clarifies usage of purpose field and compliance with privacy regulation. An additional roadmap note is added but does not need to be included describing roadmap to address the regulatory issue. Issue #307

@JanLin there was more feedback on today's call so I re-wrote it a bit-- let me know if this is still good, otherwise maybe rollback my commit or open a new PR? Either way, will be merged next week if you approve in the interim :D
