Define Operation Verification as it relates to Commit Reveal change #754

This is no longer a clear explanation of operation verification:

We need to update the section to clarify:

operation key commitments MAY be exposed in the did document or resolver meta data.

In order to verify an operation, the reveal value for the key MUST match the commitment, and the associated key MUST be used to verify the JWS.
