Nothing is broken, there just aren't any references made in the content, so the tool isn't replacing that string with anything, because there's nothing to replace it with. I guess I could make Spec-Up eat these if the writer doesn't actually reference any specs in the spec content, but one might argue that's not a good pattern either.
