I don't know if you're already aware of this, but for the past few days, https://dev.uniresolver.io/ is unable to resolve DIDs:

Hello, yes something seems to be wrong with the backend, we will look at it and try to restart it.

If you are interested in a more stable DID resolver solution, maybe try https://godiddy.com/
