did-core review for transition to Candidate Recommendation #28

This is an issue to drive the review and update of the did-core element and connections when it moves into the Candidate Recommendation state. This issue also drives monitoring did-core closely to watch for that transition.

did-core is closing in on the intended transition from Working Draft to Candidate Recommendation. There will be lots of last minute edits that will impact the form of the document but not likely the substantive dependencies. There is one notable expected dependency change and one other notable potential change per an update on DID-core to DIF Interop Group update from the Feb 3. meeting.

W3C has put out the call for implementations on did-core. I think this officially moves it into Candidate Recommendation state. This is now the proper time to perform and fresh and full review of the specification dependencies.

Note that the new Candidate Recommendation version of the specification states the following under the CBOR heading:

(FEATURE AT RISK) ISSUE The Working Group is seeking volunteers to write tests for, and at least two independent and interoperable implementations of, the CBOR representation during the Candidate Recommendation phase. If these goals are not met, this section will be removed from this specification.
