chore(deps): bump dependencies

[mirceanis]

• updates some of the devDependencies for the root project
• some of the dependencies for the CLI that overlap with root
• dependencies of the test-react-app
• ethersjs
• typescript
• some of the github actions

This would also fix the CI issues with the rest of the PRs as it's using a different version of puppeteer that doesn't return a HTTP 500 error on postinstall
