Rebranding

[x] need to create new github repo waci-didcomm - https://github.com/decentralized-identity/waci-didcomm
[x] preserve github history - https://github.com/decentralized-identity/waci-didcomm
[x] publish latest spec - https://identity.foundation/waci-didcomm/
[x] redirect latest old spec to latest new spec
[x] archive this repo after moving all issues to the new repo.

Review the sections of the spec, address any spelling, grammar or readability mistakes.

As a blocker for this let us consider bike shedding a new more inclusive spec name.

I'm not sure this is a spec-up thing, because the routes are determined by GitHub pages and the repo structures.

12 (not yet merged) addresses all the checkboxes; additional editorial may be needed before cutting V1 tho, such as #4, #13 and #14
