Re-organize repo and packages

Ultimate Problem

The current implementation is closely linked with jose but we want to provide some sort of library that is independent of jose

Solution

• Create @waci/core
  • This exposes TS types for various
• Make the repo a lerna repo
• Move the top level spec related files into a subpackage

Also Done

• Harden jose implementation, adding more checks
