The NoMattsAllowed license should exclude companies whose goals limit who can use the WordPress software contrary to the GPL.

WordPress is released under GPL, and some of our items will be required to be GPLv2 or later licensed, but we can license our core components such as our API server and caches under a license that forbids usage by bad actors (State, country, or individuals).

In the name of transparency, the list of forbidden users should be clearly documented.

As the WordPress Code of Conduct doesn't allow Jerks, I think we should call it the Jerk List.
