District level consultations in consultation landing #16

Users need to be able to see all the district level consultations associated, according the attached design in this issue Each consultant must have a button "Take part" that redirects to consultant details page Note: In Decidim there aren't predefined scopes as a municipality or district, they are created from the admin. In addition, there aren't priorities or difference levels in category scope. In the mockup the municipal consultations have more relevance than district, for example. @xabier we must think how to fit these two concepts.

captura de pantalla 2018-01-08 a las 11 48 28 We have agreed that when creating a consultation, can select a highlighted scope. The highlighted scope will correspond to municipal level section in the consultants design. The district section will be renamed "Other consultations"
