Hightligted banner in home page for active consultation

Still pending to find a way to put the banner before all other content.

@josepjaume @mrcasals Could you please enable CircleCI and Code climate for this repo?

Additionally, any help in order to push the banner up to the first position would be welcome.

@jsperezg I'm not an admin to this project, so I can't add it to CircleCI 😞
