This is a Feature Proposal

:tophat: Description

The consultation should have a flag that allows publishing the results of the consultation. These is the expected behaviour:

In the administration view the flag is managed with a button the same way the published flag is managed.
By default results are not published.
Results can't be published during the voting period.
Administrators will be allowed to publish results only after the voting period has concluded.

In the public side:

Results will appear in the same place that the vote button appears.
