Implements fix for #82 #83

Question title now accepts rich text. This allows administrators to add line breaks as well as other html elements.

A title with rich text? 😕 I find it ultra weird, but I understand that's not your decision... 🤷‍♂️

@mrcasals They propose to use titles like this:

Està d’acord en que l’Ajuntament adquireixi la parcel.la de Ronda Sant Pau 46 amb l’objectiu de contrarestar l’expulsió de veïnes dels barris mitjançant:

  1. Engegar un projecte pilot de 50 habitatges públics i inclusius
  2. Garantir la continuïtat de l’acció solidaria i comunitària del projecte “Gimnàs Social Sant Pau”

User basically is asking for support of line breaks.
