This PR adds the public information about the Questions and Answers in an election page.

Fix #11

[ ] As a voter when I visit the navigate to a voting process I have the option to go to the Elections and I can see a list of the published Elections
[ ] As a voter when I go to an Election I can see all of its metadata, questions, and possible answers
