Update UI design of detail page

Is your feature request related to a problem? The current UI of a detail page appears cluttered, with various elements lacking clear division and hierarchy, especially on mobile view.

Describe the solution you'd like Apply the following changes (as needed) to the UI, for both mobile and desktop, to improve understanding and interaction:

• Add kebab menu for actions: Follow, Report, Edit, Withdraw.
• Reorder position of category and scope tags, and actions like, comment, and share.

Nice! I think these proposed changes also relate, especially when accessing via mobile view, to changes made to PR: https://github.com/decidim/decidim/pull/13127#event-13818396995, which is currently in review.
