Fix base image for dev image #21

This fixes a bug I introduced in #19 where I incorrectly specified the base image for the Dockerfile-dev image. It also removes an unsued argument.

Self-merging this one since the bug only affects the dev image (which only @jsperezg and I use) and it's pretty straighforward.
