Re-enable term customizer #107

Term customizer should be now compatible with 0.27 at the develop branch, so let's re-enable it for Meta Decidim.

Note that there is currently one bug when you go to edit a translation set which has constraints on it. The defined constraints are not shown on the form, although they are correctly stored in the DB.

This is a core bug and should be fixed by: decidim/decidim#9516
