Update decidim to 0.27.0.rc2 #108

As the title says, update to the latest RC version.

There shouldn't be any major difference between this version and RC1 but we need to address the rename of "cookie consent" to "data consent" at #106.

Related PR for that upstream: decidim/decidim#9570.

Just to not add local noise and to keep local and remote on synchronization, I think that we should commit it here too. Can you give it an eye please?
