Add Metadecidim menu in breadcrumb and footer

Related to the redesign process, this PR changes the menu to the one that we use in Metadecidim in two places:

The footer in every page
The desktop breadcrumb in all the pages (except the Homepage that's with the content block menu)

Also I found a couple little bugs when checking out this one:

A. We had the Home link in the Home content block menu B. There was a missing translation with the "Start here" link
