Process additional hours, respecting capacities, i addition to propagating absences to extended day

Accept a csv with two columns, the name and the hours, written e.g. 2-4, 4-6, etc.

Find the kid by name in the :core list, place appropriately, check for capacity. Add to proper room, include section in report.

did it - closing. Opened new issue for improvements, but not necessary to use for a real day
