support rails 5 (update activesupport to ~> 5.0) #20

We'd like to update rails to version 5 in debian and if you support activesupport 5.0 that will help us in this transition.

Tests are running fine with activesupport 5.2.1. So it could be relaxed to >= 4.0 or >= 4.0, < 6
