Really like this idea, it builds on some good research. These are often called "digital noticeboards". Please please look at:

this is a really rich space, lots of research into urban informatics and local communities. Keep focusing on the local aspect of the news.

Thanks for the comment, currently we are thinking to add an audio function to the board to attract the people attention but still in discussion.
