Implement the Circle CI Pipeline:

[x] runs the tests (not the data tests, the code tests)
[x] runs the build
[x] deplooys the package to npm @decoderleco/
[ ] find a classical circleci secret mgmt integration : will we use our own vault, the least is the best

Bris must be able to git push, and very quickly use his package in the jupyterlab

we want to remove Commander dependencie in packages.json, it aint used anymore
