Disable night partly cloudy rendering for now due to bug #698

It seems like there's a sneaky bug somewhere in how we calculate sunrise/sunset in certain timezones. I don't have time right now to dig in too deeply, so I'm going to revert this change for the time being. When I have a moment, I'll try to fix and re-release the feature.
