Remove Cloud Files fetches #93

Once #51 has been :shipit: for a few days, log envelope fetches that fall through to Cloud Files as warnings. Resubmit content with the logged IDs to push them into Mongo. Once those have tapered off:

[x] :hocho: the dual Cloud Files and Mongo racing fetch logic entirely
[x] Delete the Cloud Files content containers.
