Decrediton: Additional tutorials

Will increase the number of tutorials available in Decrediton to cover it's functionality and ways of interacting with DCR blockchain. If anyone wishes to propose other ideas for practical tutorials that seem appropriate, please post them here in the comments.

First two relevant tutorials are the following:

• Introduction to Decred's governance https://docs.decred.org/governance/introduction-to-decred-governance/
• What is Politeia? https://docs.decred.org/governance/politeia/politeia/

These can be heavily referred from docs as a draft. Am looking for a writer up for the task, as the textual content in docs could be re-written in a less technical and easier to read style. By this I don't mean long essays, but concise and effective ux writing.

Once draft textual content has been produced, accompanying visual design slides can be made.

Other topics to consider:

• Proposal Voting (lifecycle) https://docs.decred.org/governance/politeia/politeia/
• Consensus Voting https://docs.decred.org/governance/consensus-rules-voting/ (or derived from the two – "Different kinds of Voting", highlighting the differences between proposal and consensus votes).
