Market Maker Bittrex API #2305

Implement the CEX interface using the Bittrex API. This should be done after #2005, which contains the initial implementation of the CEX interface, is already merged.

To clarify, now that Bittrex is shutting down, I assume this means Bittrex Global now or do we think this is no longer a useful exchange for arb purposes?

Maybe we should ask people what exchange they would prefer.

Well, it seems that despite Bittrex closing shop in the US, the DCR-BTC pair on Global is still relatively active. For now, I think it makes sense to support Bittrex Global in this effort.
