This PR move some build flags to default

Nice! You can go ahead and squash these two commits and I'll merge this, then follow the same convention for other build tags.

build/release/release.sh
Makefile
.github/workflows/go.yml

Nice work so far! You can go ahead and also do the same for wtclient and watchtowerrpc.
