make consistent with other dcr tools and repair web UI #41

This removes the need for the contents of webui by embedding those files.

I also made various filenames consistent with the rest of the Decred utilities since dcrinstall will need to be re-worked anyway to deal with the webui change.

The web UI now generates graphs properly.

Also has some grammar/typo fixes that I found.

Closes #2. Closes #30. Closes #39.
