Add category filters to /news

Categories are:
- All
- Coverage
- Software Releases
- Decred Journal
- Press Releases
Default selection is "All"
These categories can be accessed directly using anchor links, eg /news/#coverage
The word "Release" is no longer used in isolation, it is always qualified as either "Software release" or "Press release"

Based on #1084, marking as a draft until that is merged.
