Remove GoDCR #1100

GoDCR links at https://decred.org/wallets/ are dead now. Until we have a release to link to, the only choice is to remove it from Wallets.

More specifically, GoDCR v1.7.0 release page is still up but the downloads are no more. It may be useful for developers who can build from source or continue the development, but not the end users.
