Add DCRDEX as a core wallet. #1125

Makes sense, it's a solid multi-coin wallet already.

@jholdstock I also ported the go run changes from https://github.com/decred/dexweb/commit/a6a6d1ca50041ea3aa8a5ee91745cc2e7233adaa for the watch.sh script. Didn't change build.sh so that the env could control the Hugo version.

Looks good but the 0.6.1 links are 404 atm.

https://github.com/decred/dcrdex/releases/tag/v0.6.1 works now.

The release notes are still 404, but I'll PR those tonight.

Other than https://github.com/decred/dcrdex/blob/master/docs/release-notes/release-notes-0.6.1.md not yet there, this is fine to merge IMO since the download link is there.
