Add Cryptopower to /wallets #1143

@jholdstock can you please advise how highlight: true works in wallets.yml?

Also, I wonder if we can use the core_software tag? Technically Cryptopower is not "core software" (yet, heh), but neither is DCRDEX. It looks like the real meaning of the tag is more like "open-source software built by the Decred community".

highlight: true puts the wallet on the top row with a green border. core_software it isn't a properly defined term and tbh I don't think it matters much.

I'm happy to leave the PR as it is.
