v1.7.5 Decrediton links #30

Resolves https://github.com/decred/dexweb/issues/31

In anticipation of the v1.7.5 release downloads, revert the previous commit that disabled the Decrediton downloads, and update the Decrediton package URLs.

It's unfortunate that we don't have URLs with "latest" in them, because we wouldn't have to update dexweb for new releases. Any ideas how to fix this given the files themselves have the version in them?

Good points @jholdstock. Maybe will change the dex downloads to have versions in them too in the future.

Tested each link now that https://github.com/decred/decred-binaries/releases/tag/v1.7.5 is up. They are all working.
