Split Tickets - Change from “Largest Contibuter” to “Lottery” or “Weighted by Contribution” #611

Currently split tickets assign by lottery the consensus voting rights to a contributor (% chance of selection proportional to % of split ticket purchased). PI is assigning rights to vote based on largest contribution. This is gamable as a 51% contribution to split tickets is the same as a 100% purchase (so double the influence could be purchased). Additionally it gives no voice to smaller contributors.

Two suggested options to resolve this are: Mimic the consensus split option and assign by lottery. Provide all members of a split a fraction of a vote yes/no.

Hi we were just having a conversation in #politeia about this. We could use the first options " Mimic the consensus split option and assign by lottery." I feel having a decimal based vote on pi will make things more complicated.
