This PR adds Proposal author updates on our politeia app-shell. This was
achievable due to the new comments threads organization approach implemented
by the new keyCommentsThreadsBy util on comments plugin.
Also, this PR adds some improvements on flat mode comments threads, and now
displays a preview of the parent reply, if replying to some comment, as well as
a single comment thread support.
