Can Decred miss GitHub contributions due to sanctions? #125

GitHub posted pending updates to their policies for review and feedback. Comments period ends Apr 12. New terms will become effective Apr 19.

Terms of Service update and GitHub and Export Controls update add more text about GitHub complying with U.S. sanctions.

I'm unable to fully navigate that. Do these updates mean any barriers for Decred accepting contributions from visitors or residents of sanctioned countries?

For example, how does this affect Decred contributors?

GitHub may allow users in or ordinarily resident in jurisdictions subject to U.S. sanctions to access certain GitHub.com services pursuant to authorizations issued by the Office of Foreign Assets Controls (OFAC). Persons in and residents of these jurisdictions are prohibited from using IP proxies, VPNs, or other methods to disguise their location when accessing GitHub services and may only use GitHub for non-commercial, personal communications.
